Job Description
Consolidated Health Information Services is a regional shared services organization mandated to plan for, support and implement IT/IM and eHealth initiatives for its members and other Health Service Providers within the Erie St. Clair LHIN region.
Project Manager
POSITION SUMMARY:
Consolidated Health Information Services (CHIS) is currently seeking Project Managers (multiple positions) to augment its existing Project Management Office (PMO). We are looking for individuals, with a solid background in project management, preferably in an Information Technology/Information Management environment. These Project Managers should have proven experience leading highly complex projects of medium to large scope/budget within a multi-site and/or regional environment using best practice project management methodology and tools.
The Project Managers may be required to manage multiple projects concurrently and will responsible for the planning, development and coordination of all aspects of their assigned projects including monitoring the deliverables of each team to ensure successful delivery (on time, on budget and within scope).
CHIS exists to serve its member hospitals and in keeping with its vision to promote and support integrated care, CHIS provides contracted services to Family Health Teams, Long-term Care Providers, the Canadian Mental Health Association and primary care physicians.
CHIS, on behalf of the Erie St. Clair LHIN, is also responsible for the planning and delivery of eHealth Ontario and Ministry of Health and Long-Term Care funded projects in the region. Currently, there are a number of eHealth projects either being planned or already underway as part of a broader initiative to improve integration and accelerate the implementation of electronic health records across south western Ontario. CHIS Project Managers and in particular, their application of project management methodologies, will be key to guiding the successful execution of these complex projects.

ESSENTIAL JOB FUNCTIONS:
- Direct and manage project development from beginning to end
- Define project scope, goals and deliverables in collaboration with senior management and stakeholders
- Develop full-scale project plans and associated communications documents
- Effectively communicate project expectations to project team members and stakeholders in a timely and clear fashion
- Liaise with project team members and stakeholders on an ongoing basis
- Estimate the resources and participants required to achieve project goals
- Draft and submit budget proposals, and recommend subsequent budget changes where necessary
- Where required, negotiate with other department managers for the acquisition of needed internal personnel
- Set and continually manage project expectations with project team members and applicable stakeholders
- Delegate tasks and responsibilities to appropriate project team personnel
- Identify and resolve issues and conflicts within the project team
- Identify and manage project dependencies and critical path
- Plan and schedule project timelines and milestones using appropriate tools
- Track project milestones and deliverables
- Develop and deliver progress reports, proposals, requirements documentation, and presentations
- Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas
- Proactively manage changes in project scope, identify potential issues/risks, and devise contingency plans
- Define project success criteria and disseminate them to involved parties throughout project life cycle
Decision Making Authority
- Responsible for managing assigned project staff, including allocation of staff resources, delegating, scheduling and prioritizing of staff workloads and developing, mentoring and coaching others
- University Degree or equivalent experience in Health Informatics, Information Technology, Information Management, Business or related field required
- Certified Project Management Professional (PMP) an asset
- Masters Certificate in Project Management an asset
EXPERIENCE:
- 3-5 years direct project management experience
- Applicable industry experience in leading projects that support client groups such as Healthcare, Telecommunications, Information Technology, Information Management, etc.
- Demonstrated experience in and knowledge of current practice project management tools and techniques
- Familiarity with project management software, such as Eclipse or Microsoft Project and Microsoft Office products, such as Word, Excel, PowerPoint, etc.
- Demonstrated experience in project management best practices, policies, procedures and processes
- Demonstrated experience establishing and maintaining effective relationships with clients, vendors and team members
- Supervisory or managerial experience an asset
SKILLS:
- Project Management—Extensive knowledge of and experience with tools and techniques for initiating, planning, executing, monitoring & controlling and closing projects
- Project Control and Reporting—Extensive knowledge of and experience with monitoring the vital signs of a project, and managing its progress and delivery schedule
- Healthcare: Previous knowledge and experience of the Ontario healthcare system/ knowledge of eHealth solutions and related issues is considered an asset
- Leadership: Demonstrated leadership skills including the ability to advise stakeholders and project teams aligned with organizational values, set priorities
- Relationship and Alliance Building: Demonstrated ability to work in a team environment and to build and maintain effective relationships with internal and external stakeholders
- Coaching and Mentoring – Provides ongoing advice and feedback, and develops resources to improve the effectiveness of individuals and teams
- Results Orientation: Fosters continuous improvement and works towards continually achieving a standard of excellence

TYPICAL PHYSICAL DEMANDS:
- Must be able to lift 30 pounds on occasion
