Job Description

Our client in the Windsor, Ontario region is looking for an Operations Manager/Project Manager - Power Systems to join their team.

The role of the Operations Manager is to provide owners representation to ensure effective, efficient and compliant operation of both the thermals. The role also includes the delivery of project management and overall accountability of completion of the project, managing the needs of the key stakeholders to ensure continuity of operation during the project phase and ensure value is achieved while upholding the required policies and procedures.


Major Responsibility Areas:

• Responsible for the financial accountability of the operations and maintenance budget of ($5M annually), accountability for the completion project budget ($4.5M) and various operating capital project budget ($500k to $1M annually). This accountability entails, forecasting, monitoring, reviewing, reporting and approving all expenses related to the.
• Delivery of asset management is a key function to ensure protection of $80M in assets at. Through asset management it is expected that plant continuity and expected equipment lifecycles are maintained and appropriate service levels are delivered. In addition appropriate support is delivered to Finance for capital planning and asset recognition.
• Provide expert (technical) opinion, guidance and support to senior management and/or external stakeholders on the operation and projects ensuring risks, consequences and outcomes are properly conveyed. Ensures ongoing collaboration and consultation with senior management and external stakeholders including providing recommendations to improve operational and project efficiencies.
• Manage all commodities (natural gas, electricity) purchases, forecasting and monitoring
• Prepare and manage all aspects of procurement, financial and legal related matters surrounding the. This is completed by engaging various stakeholders. This function entails meeting the needs and policies and various levels of approvals including financial approvals, RFP, RFQ, Contracts, External Legal Counsel
• Primary liaison/management for the project completion (Captive Cogeneration Project) Windsor, Engineering and the Operating and Maintenance service provider. This individual manages communications, financial matters and co-ordination of all stakeholders. Includes decision-making/problem resolution and escalation should activities/actions have an impact on overall project delivery. Acts as lead negotiator for all financial matters regarding the project.
• Provide technical leadership, communications and decision making skills to an organization whose primary business is gaming with a strong customer focus
• Ability to work within a highly regulated industry and achieve results through the interaction of both the public and private sector.
• Ability to establish and maintain credibility and rapport with various levels of stakeholders from senior executives to front line staff and external stakeholders
• Provide planning and forecasting to allow for sufficient approvals and resources to be allocated
• Well rounded abilities to manage and obtain value from vendors in the delivery of contracted services
• Provides guidance and coaching to one direct report

Working knowledge of the following equipment and related systems
• Natural Gas Fired Boilers
• Centrifugal and Absorption Chillers
• Large Diesel and Natural Gas Engine Driven Electrical Generators
• 27kV, 5kV and 600V switchgear and transformers
• SCADA systems and related control, measuring and monitoring devices
• Pumps

Ability to review, monitor, validate, interpret, compile and action the following

Minimum Qualifications:
• The incumbent shall hold certification/qualification as a (Professional Engineer, CET or Journeymen) in one or more of the following fields electrical, mechanical or power plant operations
• Certified/Qualified by the province of Ontario as an engineer, four year university degree
• The incumbent shall have a strong background in managing power plants or similar type of operations and solid capabilities to deliver projects from inception to completion within an ongoing (live) operation
• Minimum 10 years of demonstrable experience
• Working knowledge of contracts and contractual agreements including the ability to interpret, apply, negotiate, and compile.
• Sound judgment, decision making and organizational skills, including the ability to work effectively with all levels of staff and with cross-functional teams.
• Strong analytical and problem solving skills.
• Communicate clearly, concisely and confidently both in written and oral forms with both individuals and large groups
• Ability to review the operations and implement necessary risk management strategies
